Were you to deploy configuration changes without first deploying these Scheme changes, the unknown Properties and Collections would be ignored; and references to the unknown Properties and Collections would result in bad references in configuration.
If Scheme changes are so important, why doesn't Xoom simply deploy them automatically? The answer is that when you deploy Scheme changes, all application servers connected to the same Service Optimization database will be locked for the duration of the deployment. This is a process that should be instantiated knowingly, not automatically. Once you have deployed Scheme changes, reload the XoomXML file into Settings Migration Tool so that you can review Object changes.
