Xoom only locks servers during the first stage, when deploying changes to the Scheme and Object Reference.
Xoom locks servers that are unlocked at the moment of deployment. So if you have five servers, A, B, C, D and E, and A, C and E have been locked manually, Xoom will lock servers B and D before deploying Scheme and Object Reference changes.
Xoom only unlocks servers that it has locked itself. Servers are unlocked once Scheme and Object Reference changes have been deployed, and before the second stage, when Object changes are deployed.
