Bad references

Xoom flags any references that cannot be resolved with the following metadata.

If a reference cannot be resolved, the value of the xoom:ref attribute will contain the following string: !!BadRef!!. For example:

   <EngGroupKey xoom:ref="Group[!!BadRef!!]">All Technicians</EngGroupKey>
