Environment-independent representation allows configuration to be transported between environments. In the case of Service Optimization, each environment generates its own keys and User Defined Property identities: their specificity means they can't be used to identify items. By contrast, Xoom assigns every item a unique, global and environment-independent Xoom identity, thus allowing the configuration to be transported.
