Can I explore configuration safely with no risk of accidental deployment?

Yes! In read-only mode, Settings Migration Tool is disabled from deploying configuration.

To launch Settings Migration Tool in read-only mode:

Start the tool using the read-only shortcut: Start > All Programs > Service Optimization > Xoom > Settings Migration Tool (Read Only).
Alternatively, start the tool from the command line with the read-only parameter: SettingsMigrationTool.exe --readOnly

Alternatively, if you simply want to explore a configuration by generating reports, use Xoom Explorer. You cannot deploy configuration with Xoom Explorer.
